Mr F. Z. Seward, who has been recently appointed Minister from the United States to China, is now staying in this City, and will leave shortly for his post via San Francisco. His instructions are being prepared by the Secretary of State, and will be based, as Mr Low tells me, on the principle of conciliation, of the least possible interference with the internal affairs of China, and upon an appeal to the Central Govt., in all cases of difficulty between American Citizens and the local Authorities.
